Dear Paul,

You may not know that dangerous MRSA infections increased 100-fold in 
Washington during the past decade--a recent Seattle Times investigation 
revealed the spread of the superbug.

But hospitals know about the problem. We should be able to tell which 
hospitals in our state do a good or bad job of preventing deadly MRSA 
infections. But that information isn’t made public, putting us all at 
risk. 

It’s time to end the secrecy about MRSA and require common-sense steps 
to prevent it. A state legislator will soon file a bill to require MRSA 
prevention and public reporting in our state. 

Tell your Washington state lawmakers to require hospitals to report the 
rates of MRSA infection and take precautions now.

Most people who get infected with MRSA get it at a health-care 
facility. But Washington regulators don't track the germ or its 
victims, and Washington hospitals don’t have to track the infections in 
their patients. Determining which patients carry MRSA into the hospital 
will allow hospitals to better protect those patients from infection 
and to stop the spread of the superbug to other patients.

And by making MRSA rates public, people like you will have better 
information about this the antibiotic-resistant bug, which claims an 
estimated 19,000 lives annually nationwide. This will help you make 
more informed health care choices.

We shouldn’t have to wait for a newspaper investigation to give us the 
facts about deadly superbugs in our hospitals. It’s time hospitals give 
us the information that will let us make good healthcare decisions!

Tell your state lawmakers to support MRSA reporting and prevention 
today. 

And after you’ve emailed your local legislators, please forward this 
message to family and friends in the state who also want to make sure 
we prevent the spread of dangerous infections.

FCC Licensing (14 December 2008)
If you are soon to renew your FCC licensing be aware there is a scheme going on. It is not illegal but can cost you a bunch. A month of so before your renewal you might receive a letter in the mail from company called "Business Radio Licensing" This will be a rather official looking letter with a cover letter and a copy of the FCC renewal form. They will be asking for a processing fee of $340. At first thought you think, the fee sure has gone up, but then everything has. Stop! Wait, don't reply to this letter!!! Not the words processing fee...It is a company that is charging a "processing fee" to complete the renewal for you and charging you $180 for doing so. When the fee for renewing your licence is just $160! If you wait in a few days you will receive your official renewal reminder notice from the FCC. If you do some research you can find the renewal process on the web site (wireless.fcc.gov/uls). This web site is not listed on the FCC renewal letter. When inquiring with the FCC, about the letter from "Business Radio Licensing". I was told that this third party just collects the FCC renewal fee of $160 plus $180 processing fee and sends the form you completed to the FCC. With the cost of everything going up and the dollars stretching just so far, better to fill out your own form and use the $180 for gas in the boat! Gerri Bachman RBAW

A Nautical Tree (+ more) at the 2008 Festival of Trees

Harrison Medical Foundation presented the annual Festival of Trees event in the Kitsap Sun Pavilion at the Kitsap Fairgrounds & Events Center. Hours were 10:00 am to 5:30 pm on Saturday and 10:00 am to 4:30 pm on Sunday. Tickets were $5.00 for Adults and free for Seniors and Children under 12. At least two donations for the (online) auction of the event caught the eye of the nautically inclined visitor, namely (BYC Member) Duey McBride's fully rigged "sailboat" ("It's the Scamp") and a nautically themed and also "fully rigged" Christmas Tree.

Here is descriptioon of the McBride auction item:
"Sail across local waters in this custom-made 9'6" loa by 4'5" beam boat built by Duey McBride, Foundation Board Member with the help of boat building genes inherited from his Bainbridge Island boatbuilding Norwegian Great Grandfather. The boat is powered by a 2.0hp 4-Stroke Honda outboard motor provided by Kitsap Marina. The sails were assembled by (BYC Member) Jim Skelly's staff at Connelly Skis in Poulsbo and running the boat is Captain Polar Bear, provided by McBrides Hallmark shops.

A perfect past time for yourself, your kids and grandkids!"

Includes: sailboat, outboard motor, and Captain Polar Bear.

New Members Night (Chaired by Mona-Lisa Ryan November 7th)* was enjoyed by over 50 members, including many of our newest members. Bev Bruins and Deana Brett created a great interactive game that had everyone testing their knowledge of our clubs regulations, bylaws, and interesting log racing history for our club. Comments were favorable regarding the appetizers as well as the game. The Rosinski’s won the New Members prize (a fleece throw blanket embroidered with the BYC logo) and Linda Bourboulis won the draw for a bottle of wine for the “Established Members” side. Mike Ryan, Rob Bruins, and Steve Brett provided their services in getting the hall set up and cleaned up. Their help was invaluable to this committee! (Text from Towline, December 2008)

RBAW Report (November 2008)

If you plan on boating to or from Canada next summer, it would be a god idea to apply for your Passports now. The Passport Office will get very busy and the process takes several weeks.

Beginning June 1, 2009 Passports, a Passport Card or an Enhanced Washington State Drivers License will be required for travel to and from Canada on a boat. A regular driver's license and a birth certificate will no longer suffice.

While a Passport Cards or Enhanced Drivers Licenses are smaller, more convenient and cheaper they do have limited application. Passports on the other hand are good worldwide with no restrictions as to mode of Travel. At the present time a new passport cost one hundred dollars ($100) and is good for ten years. When applying for a passport, for an additional twenty dollars, a passport card can also be obtained.

A Passport Card by itself cost forty five dollars ($45) and is good for ten years. It is not known what the cost would be for someone who already has a passport, but except for smaller size there really isn't any advantage in getting one if you already have a passport.

CBP and the State Department are urging everyone who thinks they are going to need one of these documents to apply as soon as possible as this is their slow time of the year. Both organizations feel that as June 1, 2009 gets closer and the traveling public realizes the change in requirement, delays in processing applications could be very long.

I-68`s and NEXUS passes issued prior to June 1, 2009 using a birth certificate or similar document will be valid after June 1, but CBP would appreciate a call advising after one of the new approved documents has been obtained. For questions, call 1-800-562-5943 (Washington State only) and ask for the Small Boat Program.

RBAW REPORT (7 October 2008)

    The US Coast Guard is placing a heavy emphasis on safety this coming year.
 
In the state of Washington there are 270,000 registered boats.  Of that 209,000 are 
registered in the Puget Sound/Western Washington area.  In 2009 the USCG will increase 
it's boarding's by 1%, that works out to an additional 2,000 boarding in this area alone.
 
Last year in 80% of their boarding's violations were issued.  10% were for Personal 
Flotation Devices (life Jackets).  Rule, there must be one approved life jacket for every 
man, women, or child on board your boat.  Perhaps, if those involved in the recent the 
boat collisions on Lake Washington and Lake Tapps had been wearing PFD they might not 
have drowned.
 
If you want to know if your boat is in safety compliance there are a number of BYC 
members who belong to the USCG Auxiliary or the Power Squadron who will gladly give you a 
courtesy inspection and can issue you a sticker.  This sticker just might defray a USCG 
boarding in the future.

This subject may have been broached before and many may already know of this scheme. My license is coming up for renewal soon (after ten years). There is an outfit doing business under the name of 'Business Radio Licensing' and they somehow are aware of my impending renewal. From them, I received a rather official looking cover letter and copy of a government renewal form. They are asking for a processing fee of $340.

At first blush, it looked rather suspicious especially considering the amount of the fee, so I just filed it away for future reference. A few days later, along comes a 'Renewal Reminder Notice' from the FCC, so I do some investigating by calling the FCC about how to go about renewing due to the very confusing nature of the 'Notice.' I was then given a web-site (wireless.fcc.gov/uls) to actually complete the renewal process. Too bad this site doesn't appear on the notice (could be so much simpler).

While I was on the phone with the FCC, I inquired about 'Business Radio Licensing' and was told (as I suspected) that this third party just collects the fee plus $180 (FCC fee is $160) and sends the form you completed to the FCC.

So much for our government giving us the protection we deserve and pay for! Why can't they give us some kind of heads-up on something like this? Makes one wonder how many fall for this rip-off.

RBAW: Clean Boating Act of 2008

Good news!!!! While you were out enjoying the summer sun and cruising around Puget Sound our government was busy passing laws. Most of the laws they pass seem to affect us in adverse ways but not Senate Bill 2766 and House Bill 5949. They were in OUR favor!!!

Perhaps you remember Cora Harrington, BYC 2007 RBAW chairman, seeking your help last spring in getting these bills passed. Do to the hard work of RBAW and NMMA who lead the effort, and several other boating agencies, the Senators and Representatives listened and the President signed the Clean Boating Act into law on July 30th.

You might be wondering why this bill was so important. Well, if it had not passed recreation boaters would have had to annually purchase very expensive permits to legally discharge gray water and even runoff water from their boats into the surrounding waters. These permit fees would be collected annually and hefty fines would be imposed for non-compliance.

So next time you are on board taking a shower, washing dishes or just doing general boat rinsing off, say a thank you to RBAW and others who lead the fight for you to be able to discharge your gray water.

to the Hill at pivotal moments. This coalition began as a relatively small group of

interests. Overall, with your help, more than 156,000 messages were sent to Capitol Hill

    THE THREAT TO RECREATIONAL BOATING:
    
    
    Unless Congress acts soon, every recreational boater in the country will have to obtain a federal or state permit in order to operate their boat. This means yearly fees, bureaucratic red tape, confusing and potentially state-by-state regulations, citizen suits and $32,000 per day penalties for non-compliance. These permits would apply to deck run-off, bilge water, engine cooling water and any other water-based, operational discharge from a recreational boat. The Environmental Protection Agency, due to a sweeping court order, is already writing this unprecedented new regulation on boaters.

    THE CLEAN BOATING ACT OF 2008:
    Senators Barbara Boxer (D-Calif.) and Bill Nelson (D-Fla.) have just introduced S. 2766, the Clean Boating Act of 2008. S. 2766 would fully and permanently restore a 35-year permit exemption for recreational boat incidental discharges, such as weather deck run-off and engine coolant water, and works to protect the health of the nation's waterways by pursuing whether or not reasonable and practicable best management practices need to be put into place for some incidental discharges. This important bill preserves recreational boating and the boating industry, taking a balanced approached that recognizes that pleasure boat discharges are completely different from land-based industrial facilities and commercial ships.

    WHAT YOU CAN DO TODAY TO PROTECT BOATING:
    All Boaters MUST contact their U.S. Senators and tell them to co-sponsor S. 2766, the Clean Boating Act of 2008. You can quickly and easily send a letter to your Senators by visiting: www.boatblue.org

    Once, there, it is a simple process to contact your Senators. This is the most significant threat facing Boaters today, and we need your help to solve it. Take 5 minutes to tell Congress to support S. 2766.

    BOATERS: STAND DOWN on your correspondence to Olympia. The 2008 Legislative Session is over today, March 13, 2008, and as they say in Olympia, sine die. We sent out an e-Lert last week asking you to support boating and oppose the proposed Legislative $1 million cut to our new Boater Activity Account. We asked you to phone the Legislative Hotline and contact your Legislators with your message to restore our funding. Thankfully the Legislative Budget came out today with good news, our funding has been restored! We can be proud that our efforts paid off. We know for sure our good friend of Boating, Senator Phil Rockefeller (D-North Kitsap) went to bat for us and we're all pleased the $1 million Boater Activity Account appropriation has been restored in the 2008 State Budget. We're certain all your calls to the Hotline and E-mails helped Senator Rockefeller convince his fellow Senators change their mind and restore the funding. Thanks to you, the Boaters of Washington, (RBAW, NBC, IOBG, PSA) our grassroots efforts have paid off again. Credit and thanks also needs to be extended to our good friends at the Northwest Marine Trades Association, and their members, who also worked hard to help restore this funding.     Time"
    
    The Brothers Grimm, read the above statement in front of the General 
    Membership at 4700 Yacht Haven Way and said:
    
    "My Brothers, we have returned the "Holy Relic" to the bosom of thy 
    rightful repose as a symbolic desire of our two Clubs to restore the 
    Peace, tranquility and harmony that have existed between our Club

    It is very important that phone calls be made to our legislators – 
    NOW!! – if we are to 
    continue to make a difference in Olympia with the Legislature.
    
    The easiest way to do this is call the toll-free legislative hotline @ 
    1-800-562-6000, and 
    tell them you'd like to get a message to your legislators.
    
    They'll ask for your name, home address and phone number. With this 
    information they 
    will be able to identify your legislators and get your message to all 3 
    of your legislators, and the Governor, with just your one call.
    
    They'll ask if there is a particular bill number you are calling about. 
    Tell them Proposed 
    Senate Striking Amendment to SHB 2687, the proposed Senate operating budget.
    
    They'll ask if you favor or oppose. Tell them oppose.
    
    They'll ask if you would like to add more information to your message. 
    Tell them yes.
    
    Tell them "Please oppose the million dollar cut to the boating 
    activities program".
    
    -Then choose something like one of the following:
    
    -This is funding desperately needed to support boating programs.
    
    -Most of the money proposed to be cut has already been committed to 
    state and local boating safety and enforcement programs.
    
    -Boaters have worked too hard for too many years for this program to 
    just eliminate it without any notice.
    
    That's it. It's that simple. Have your family and friends call as 
    boaters, too. This message 
    needs to be sent, loud and clear, with many voices. The legislative 
    hotline is open Mon-Fri 8am-8pm, and Sat 9am to 1pm. Please call today.
