BYLAWS AND REGULATIONS ARE NOW ON THE BYC WEBSITE

Each year the BYC Bylaws/Regulations are published as part of the BYC Annual and they are current as of the last regular meeting in May. Changes are announced in the Towline, however, the published document is not updated until the next issue of the annual in the fall. To provide our membership with the ability to access the latest version of the Bylaws/Regulations, the Executive Committee agreed with a proposal to post them on the BYC website - www.bremertonyachtclub.org . They will be found only within the
"Members Only" secure section. How you gain access to them is explained on the website.

Our goal is to have the website version of the Bylaws/Regulations updated within a few days after approval of changes by the membership at a general meeting. Additionally an updated hardcopy will be placed in the club lounge for the use by members not having internet access.

    E-LERT FROM RECREATIONAL BOATING ASSOCIATION OF WASHINGTON -- STATE PARKS REP JOHN DAWSON

    We want to let you know of an upcoming (January) 
    recommendation, to the Parks and Recreation Commission 
    about Squaxin Island. As many boaters know since 1993 Parks 
    has been unable to access the property there due to
    lack of a lease to cross the tidelands. Parks is recommending 
    that the Commission determine that the property does not 
    warrant keeping, as it does not appear likely that they will be able 
    to obtain a lease to get access. This step would allow Parks to 
    work with the tribe to exchange the property for other land 
    suitable as a boater access park in Puget Sound.
    
    We want to let you know in advance of the agenda item getting 
    sent out for a couple of reasons. First, as an affected party, 
    boaters need not be taken by surprise. Second this will allow you 
    to be prepared should others ask questions about this. Third, 
    are there people or organizations that should receive notice of 
    this proposal and last and most importantly, is there any property 
    RBAW thinks Parks should look at as property to seek?
    
    Parks is actively looking for recommendations for a 
    "replacement marine park" for the Squaxin Island property.  They 
    have worked out an exchange agreement with the Squaxin Tribe.  
    Parks would like to hear from boaters.  Obviously we would like 
    to recommend a property that would be suitable for a marine 
    park and a naturally protected docking facility.  Their Park criteria 
    appears below.
    
    If anybody has any suggestions or recommendations, please 
    send RBAW an e-mail so we can forward the info to Parks.

    The Evaluation Method
    The evaluation tool used to identify consistency with the 
    Centennial 2013 Vision identifies nine factors: significance, 
    popularity, experiences, uniqueness, flora and fauna, scenery, 
    size, condition, and revenue. Briefly, these factors characterize 
    how a parkÕs attributes contribute towards meeting the 
    Centennial 2013 Vision. For example, parks and properties 
    described as highly consistent with Centennial 2013 Vision 
    would contain the following qualities:
     
    Factor                 -Measure
    
    Significance -Whether the park has traits which relatively few 
    places have, such as listing on the National Register of Historic 
    Places, or that the park contains uncommon natural, cultural, or 
    historic resources, or possesses uncommon recreational 
    attributes and whether State Parks plays an essential role in 
    ensuring that the significant trait(s) are protected, enhanced and 
    made appropriately available to the public. 
    
    Popularity      -High visitation or operates at a high percent of    
    capacity.
    
    Experience(s) -Number and quality of experience(s) provided.
    
    Uniqueness -Unique experience(s) provided.
    
    Flora/fauna -Outstanding example of specific habitat for flora 
    and/or fauna in abundance or quality or both.
    
    Scenery  -Well known for scenic qualities.
    
    Size   -Has sufficient size to accommodate current and future 
    uses and maintain quality of experience.
    
    Condition -Facilities (built environment) add to the visitorÕs 
    experience
    
    Revenue -Has high ratio of earned revenue to management 
    cost

    2005 ALASKA LOG RACE

    As announced at the IPBA meeting on Saturday, Nov 20, the Alaska Log Race will definitely take place in 2005. Start date will be May 29; starting point has not been determined, yet. Planned finish will be June 29 in Juneau, AK, with the awards banquet on July 1. I will post entry forms in the near future.     DRY LAND CRUISE TO HARSTINE IS.

    On the last weekend in September the RVer's of Bremerton Yacht Club gathered at Harstine Island for four days of games, food and frivolity. There were twenty one rigs, and two vehicles that drove up for the Saturday Potluck.

    We want to thank everyone that participated

    A vote was taken to establish this outing as an annual event and reservations have been made at Harstine Island for the weekend of September 29th through October 2nd, 2005. (Please note that the RV crowd considers every weekend a four day event!!)

    There has been rumor of another outing, possibly in the late spring. If anyone has a special place in mind, get the word out.

    The beauty of these outings, is that they take very little effort on the part of the hosts. Let's keep it simple, so we can get good participation in the future.

    Commodore at Local Salmon Gala

    As reported by the Sun (and confimed by the Commodore), Rod Perryman participated as a judge in a smoked salmon competition at a gala in support of the Pacific Northwest Salmon Center. The other judges were U.S. Rep. Norm Dicks, D-Belfair and Bremerton Mayor Cary Bozeman. [

    The 17.October Fire Story from BYC

    Make your Boat Fire Safe!

    Most boat fires begin as electrical fires. One of the leading causes for these fires is an electrical space heater that has failed. Heaters with fans are the most likely to fail and by Yacht Club regulations are not to be left unattended. Remove or disable these heaters when you are not actually on board the boat. While you are at it, check your shore power connections and make sure that they are cool to the touch. Correct any bad connections. immediately.

    Here is an Excerpt from the Float Regulations Concerning Heaters

    Section B.4.a(3)
    Heat producing devices shall be designed for natural draft heat transfer, shall not require mechanical movement of air to maintain safe operating temperatures and shall be mounted in a manner which will prevent combustible materials in the vicinity from approaching ignition temperatures.

    A Special Election will be held at the October 4th General Meeting per By-Laws Article V11 Section 6. This Special Election will be held to fill one vacated Executive Committee position. The Person elected to this position will serve out the remaining 9 months of this position. A Nominating Committee has been formed, however nominations will be taken from the floor at both the September 20th and October 4th General Meetings.

    Labor Day 2004 at Oro Bay

    Each year on the Labor Day weekend, Anderson Island has a parade. From the inception of BYC’s outstation at Oro-Bay we have participated in the parade. (Last year - Click!) This year the theme is Cartoons. One of the ideas this year is to make Paper Mache cartoon characters or character using a pickup as our float. Individuals are also invited to do what you want. We are looking for people to get involved with the planning and construction of the float using the KISS system. The idea is to have a good time and support our Anderson Island friends. Any question give Jo or I a call (830-0442).

    Gerri Bachman's account of Ex-Commodore Bob's car accident reached this WebEditor only now. We are happy to report that Bob -- after staying at Harrison Hospital for several hours -- was "o.k.", and that he was able to attend his
    Commodore's Ball three days later on 5 June. Our best wishes for his continued recuperation and for the usually unpleasant logistics associated with such accidents.
